ELCAP is a dedicated Scottish charity committed to providing care and support for individuals with learning disabilities, physical disabilities, and mental health challenges.
Situated in East Lothian and Midlothian, we proudly deliver over 10,000 hours of community-based and respite support each week.
With a team of over 300 skilled staff and an annual turnover of £10 million, ELCAP is a well-established organisation with a commitment to enhancing the lives and opportunities for people living with additional support needs in the Lothians and beyond.

What We Do
At ELCAP, we support individuals in managing or overcoming challenges, helping them to lead rich, varied lives. Our support is tailored to meet the unique needs and desires of each individual. We focus on identifying their abilities, knowledge, and skills, guiding them to unlock their potential and achieve their own outcomes. We foster independence and encourage active participation in community life, collaborating with other organizations to enhance the impact of our efforts.
Accessing Support from ELCAP
Most of our clients are referred to us by local councils and health and social care partnerships, following a thorough assessment of their support needs. Additionally, some individuals access our services through Self-Directed Support.

Registration and Regulation
ELCAP is registered with the Care Inspectorate, which monitors the quality of care across Scotland, ensuring adherence to high standards. All of our support practitioners are registered with the Scottish Social Services Council, the governing body for the social service workforce in Scotland.
As a charity registered with Companies House and the Office of the Scottish Charity Regulator, we uphold transparency and accountability.
Commitment to Quality Standards
We are committed to maintaining high-quality services, regularly assessed by the Care Inspectorate. In our most recent inspection in January 2025, we achieved a rating of 5 (Very Good) for both the quality of care and support and the quality of staff.
Our success hinges on employing innovative, motivated, and skilled staff, which is why we are proud of the most recent acknowledgement of quality.
Working at ELCAP
With a workforce of over 300, most of whom work between 18 to 39 hours per week, ELCAP offers a positive work environment.
Training and development are of high priority for ELCAP from our Induction Training Programme, Mandatory training and bespoke training to ensure our staff have the correct knowledge and skills to provide the level of service they are proud of.
We work in partnership with CALM and fund SVQ Level 2 qualifications, while providing a free platform for short courses available to all staff.
Additional Benefits
ELCAP contribute 3% to staff pensions along with access to a free Employee Assistance Programme which also extends to their family.
